How reinstall win 8?

I upgrade to win 10 but the stick is slow, so I try to reinstall win 8, and when turn it on,I pressed F8 key and it started reinstall process, but when it finished anew I have win 10, and I have other problem, when I turn it off, the blue led don´t turn off, so I need to unplugged from the power. How to reinstall win 8?. Sorry for my bad English.
