PC on a stick won't start windows

I have a PC-STICK Model number SC1 running Win10. Been running fine. Today it is stuck on a blue screen with the dots going round and round. I left it for 20 minutes to see if it was just doing an update, but no luck. Still white circling dots. Tried rebooting a 5 or 6 times. No change. I found I could boot into the BIOS by holding down Esc on startup. How do I get into SAFE mode or Windows Recovery on this model? It came with Win 10 installed.

You get into the Windows Recovery dialog by pressing F8 at the BIOS Splash Screen.
