I cannot install the Windows Anniversary Update 1607 to my STK2M3W64CC.
It goes through the install fine then upon reboot it keeps crashind and rebooting over and over. I can install other Versions on Win 10 with no issues just not the anniversary update.
Tried doing via Windows update and a fresh install using the 1607 ISO with the same results. Bios is updated

Hhmmm, I had no issues upgrading to 1607 from within Windows on my SC (STKAW32SC) and CC (STK2M2W64CC) ICS units. In the case of the CC, I did this with the original BIOS (CC0019) installed (I hadn't bothered updating previously), but was able to go to BIOS CC0044 afterwards without issue.
The Anniversary update is installed as a Windows upgrade - which means that you need lots of free space on the System drive. Clean it up as much as possible before attempting to install it. Because of my past experience with Microsoft and Windows 10 bugs, I also make sure I don't have a SD card mounted during the upgrade process.

I did it both as an upgrade and as a clean install from the ISO, both failed. Also have plenty of space. Maybe I will try downgrading the BIOS because I had updated it to the most current before attempting to upgrade

You may not be able to do that. The ME firmware changed and it cannot be downgraded...

Had an issue whereby during the update I would get a black screen and have those dots going round in circles (for hours). I had to manually force the shutdown and restart 3 times during the update. Even with 1607 installed things were really jerky - my wireless logitech keyboard mouse was not responding the way it should. I restarted the machine and again came across the black screen and have those dots going round in circles. I then did something out of the ordinary, restarted the machine without my wireless keyboard mouse connected to the stick. Things went smoothly to the homescreen - popped in the unifying usb connector and Windows 10 downloaded some files automatically. The key take out for me is to not have anything connected to the stick during the update process apart from the power supply. Maybe this will help for those upgrading to 1607. (STCK1A32WFCR Version 1607 OS Build 14393.321)
