After shutdown and disconnection of AC outlet for 20 minutes I wan't able to start the computer.
When pressing the "on" switch to turn on the PC, it starts to boot loop every ~5 seconds, it doesn't go to BIOS and the CPU led is on (red led).
I disconnected all the peripherals (keyboard, mouse, external display adapter, HDD) but issue is the same.
I tried to disconnect and reconnect the RAM, but issue is the same.
I tested with multi-meter the Power supply and all voltage outputs are in spec.
I tested with replacement 620W PSU and disconnect reconnect CPU but with no luck.
Is there something else that I can test that can point what is the issue?
I don't have a spare CPU/MB

What is the model number of your Intel Desktop Board?
If not an Intel board, then contact the manufacturer of your board for support.

I contacted the MB vendor and they asked me to contact the MB supplier for assistance.
I purchased the MB + CPU from Intel store (EPP).

Intel did not make your board. GIgabyte did. They are your support path.

Remove AC power from the board. Remove the coin battery and drain power from the board by holding the power button on the board. When all the LEDs are off, reinstall the coin battery, plug in AC power and power on. The red LED should be off.

Hi Ross,
I tried to remove and replace the battery coin and to hold the power button but once I reconnect the AC and press the power button the iissue remains, boot loop every 5 sec, not reaching bios, CPU led is on.
