DZ77GAL-70k cpu multiplier issues.

For some reason, I am only able to overclock when turbo boost is enabled. When ever i disable turbo boost and speed step in the bios, It Wont apply my Overclock.

I prefer to overclock the base multiplier instead of using turbo boost for overclocking. The only thing I can do is under-clock my CPU when speed step and turbo boost is off.

Why the heck is this happening. No problems under clocking when TB and Speed step is disabled, but when i try overclocking it doesn't apply it on next boot.
