Found it. It this was the bluetooth device.
Been having strange issues with a reload of the system with windows 10. As soon as I put the pc on the network the monitor/video would drop out. Windows update was forcing a driver update for the video. I finally RDP into the pc and I disabled the video card driver and the monitor cam back on. Looks to be a bad Intel driver. Intel HD graphics 4000 onboard video. At this point I don't care and will leave the driver disabled as I have it working.
