INTEL DESKTOP BOARDS - DH61WW
Earlier I was using Windows XP
and few months back I encountered one problem
As and when I start my PC, my LAN does not work
SO I have to disable every time and then enable to make it work
I tried reinstalling and updating Ethernet driver also few times but none helped
Then I switched to Windows 7 and still facing the same problem
but now I have to Restart every time to make Ethernet Connection WORK
Please advice or provide a solution

What BIOS version? What processor? What memory? What things have you changed in BIOS Setup?

BIOS Version - BEH6110H.86A.0038.2012.0110.1653
Processor - Intel Core i3-2120 3.30 GHz
Memory - 4GB (1333MHz Speed)
No I have not changed any settings in BIOS
all set to DEFAULTS only

You are on BIOS 38 and the latest available is 120. That's a lot of BIOS releases and a lot of upgrades and bug fixes that you are missing. As well, here is a link to the download page for the latest BIOS release: https://downloadcenter.intel.com/download/23393/BIOS-Update-BEH6110H-86A-?product=51856 Download BIOS Update [BEH6110H.86A]. I include this second link because it provides instructions regarding the order for installing BIOS updates (you cannot just install the latest BIOS (don't try; you would likely brick your board!); you must install a few releases along the way for it to work properly).

but my intel management engine firmware
IS SHOWING
0.0.0.0

If your Management Engine (ME) firmware revision is displayed as 0.0.0.0, it means that the ME is not running - which usually means that the ME does not have valid firmware to run. When this is the case, the only thing that you can try is reinstalling the BIOS using the Recovery method. Reinstall BIOS 38 this way. yes upgrading BIOS solved my problem
and since then
there has been no issue and working fine
