I've installed 8GB of Kingston Hyper X Blu 1600 MHz DDR3 Non-ECC XMP Desktop Memory, and the BIOS reports the memory speed as 1333. It is my understanding that my mobo and cpu both support 1600. Does my BIOS need an upgrade? Do I have to reconfigure something in the BIOS? Other reason?
Your system supports 1600MHz. You may want to verify the technical specifications for the specific Kingston memory part number you have. For Hyper X it starts with KHX…
Check what the SPD is and the XMP's available. Probably the SPD (or default clock speed) is 1333MHz and if that is the case you may need to manually set the memory in BIOS to be 1600MHz or use a predefined XMP (Extreme Memory Profile) for that clock speed. The recommended voltage for the memory should be 1.5v to match the processor specifications. You can find further information in the following links.

The part number is KHX1600C9D3B1K2/8GX.
Kingston's specification document says this part "supports Intel XMP", "has been tested to run at DDR3-1600 at a low latency timing of 9-9-9 at 1.65V", and that the "SPDs are programmed to JEDEC standard latency DDR3-1333 timing of 9-9-9 at 1.5V." I confess I don't know what all that means.
I'll have to take a look at the links you provided.
I found it in the BIOS, and have selected the XMP profile. Just a couple questions:
- Why is the default 1333 when both the mobo and the cpu support 1600, as does the memory itself?
- Are there any downsides to changing the memory profile this way? (e.g., reduced memory, mobo, or cpu life; voiding mobo or cpu warranty, etc.)
cause your CPU detected the RAM speed at 1333Mhz.
1600Mhz are supported but you have to enable them manually. As for the downside there aren't any at all. As a matter of fact there is only upside which you will gain more speed when you are gaming or running something that is very demanding.
