disconnect all the power cable from the cpu , and from monitor , remove vga cable .
open the case , remove the CMOS battery
remove cpu fan , then clean top surface with clean cloth , then apply good thermal paste .
reinsert cpu fan . reinsert CMOS battery .
make sure no loose screws are contacted with any other items .
close the case ,connect all the cables , then power on , then go to bios , restore default bios settings or load default settings , save and exit
No, don't waste your time doing all that.
Unplug power and remove battery for 15 minutes. Restore battery and reconnect power. Press power button.
What does it do then? Are you seeing any flashing on the power LED?
