Tenho uma motherboard intel DHC55, que não desliga por completo, ou seja, faço encerrar no Windows, desliga tudo, mas as fans do cpu , da caixa e da fonte mantêm-se em funcionamento. Já actualizei a bios o problema persiste .

Please try the following procedure to perform full shutdown from Windows:
Step 1: Open Start menu, select Power button.
Step 2: Press and hold the Shift key on keyboard, while clicking on Shut down, and then release the Shift key to perform a full shutdown.
I can find no board named DHC55. Are you sure you didn't mean Intel Desktop Board DH55TC?
Regardless, 5 Series boards were first released in 2009 and were discontinued in 2012. Further, if this board is indeed from Intel, Intel exited the Desktop Boards business in 2014 and thus there is absolutely no chance of any bug fixes being generated. It is what it is.
As well, the 5 Series boards - and the 1st generation Intel Core processors that it supported - are NOT supported with/by Windows 8/8.1/10. There are known incompatibilities between these Windows versions and the BIOSs on these old boards.
You can try enabling UEFI Boot and then install Windows in UEFI mode. This might address this issue (though my confidence is low).
