Sound Blaster AE-9 Sound Card plugged into PCIe X1_3 port on a Z390MB and 9900k

I have a Z390 Motherboard with a 9900k Processor , and a installed Sound Blaster AE-9 Sound Card plugged into PCIe X1_3 port, and the card will not bootup on 1st boot, but then when I restart it comes up and works perfectly.  I have tried this card in every port except the PCIe x16 that is where my EVGA RX2060 is.

 

I am in contact with Creative Labs , but to no avail

also note I have tried this in another system Z370 and a 8700k.

and it does the same thing. thanks for anything that you can add , Rickie

Motherboard problem, motherboard bios. If it does the same thing, on these motherboards, with different processors, you need to contact the motherboard manufacturer, update the bios, work with Creative, or try a different slot. It is not the processor.
