I have the same problem on Windows 10 1903.

I solved it by uninstalling every Intel Driver and Support I can do. Then I downloaded the intel driver & support assistant 19.6.26.3 and installed it. I then unplug my ethernet and turned off wifi.

Uninstalled the 2nd entry then uninstall the first.
