Which board? There are 10 boards that use the H61 chipset:

Whatever the case, the best you can get is the bios in .BIO format. You cannot get the bios in .ROM format.
Let's be clear. Intel does not redistribute or support the installation of the BIOS in ROM format. This is a security concern. If you were to find an Intel ROM image and somehow got it into your flash component, your board would be fully unbranded and would not operate properly (the branding process requires special tools that are also not released outside the Intel factories because of security concerns). If you got a ROM image that someone extracted from their board, it would be *their* branding that was in place and you would be sharing their board's Serial Number, MAC Address, etc. - and this could screw up licenses for the Windows O/S, amongst other things (bottom line, for their own protection, folks should not redistribute their board's ROM image and other folks should not install it).
I just wanted to let you know that the answers provided by Al Hill and N. Scott Pearson are correct; the raw BIOS version is not available, just in the .BIO format.
