I just want to report current network failure situations, though I'm well aware that this issue has been posted many times.
I have tried several times this morning (GMT+9) for about 3 hours, and I only failed to connect to jupyter.oneapi.devcloud.intel.com.

I think I found a solution for myself. On clearing browsing data of my chrome, it started working. I'm sorry to bother you. I should have looked for more information on this issue. Thanks anyway.

Glad to know that your issue is resolved. This is a temporary issue and as mentioned by you usually gets resolved when the cache is cleared, or a different browser is used.
