I tried to create a new notebook in JupyterLab, but I got an error message "database is locked" and could not run it.
When I try to copy a notebook used in another tutorial, I get the same "database is locked" message.
I have cleared the cache and changed browsers, but have not resolved the issue.
Is there any other way?

Resolved.
After resetting /home/<My_userID>/.local/share/jupyter, the error message no longer appears.
It seems to have been a common JupyterNotebook related error.

This is a bit strange, I am able to create a new notebook and copy one of the notebooks from reference samples to my home directory. Let me reach out to the development team to take a closer look into your account.

After resetting /home/<My_userID>/.local/share/jupyter, the error message no longer appears.
