Hi,
I have a similar issue as the one described here:

My account is functional and is due to expire on September 23, but cannot be extended via this form:
https://www.intel.com/content/www/us/en/secure/forms/devcloud-extension/request.html
The error message is:
"Sorry, we can't find an active DevCloud account to extend. You are free to create a new account or contact our DevCloud Forum if you feel this an error."
Please contact me if you need any additional information regarding the intended account usage, username, etc.
