Hi
Using vtune web interface on DevCloud, when I enable "Collect C-State events", I get the following error:

Sorry for not updating the topic. In fact, the error was due to incorrect user group assignment. The problem is now solved. Thanks.

As I said that problem exists on DevCloud. Now I am using my own Linux system and see the same error. So, let me explain what is my configuration.
I followed the steps here to change the ownership of /sys/kernel/debug/tracing
$ sudo chown -R mahmood:vtune /sys/kernel/debug/tracing
$ sudo ls -l /sys/kernel/debug/
total 0
...
drwxr-xr-x 2 root root 0 Mar 14 13:09 sync
drwx------ 8 mahmood vtune 0 Mar 14 13:09 tracing
drwxr-xr-x 2 root root 0 Mar 14 13:09 ttm
...
$ groups
mahmood adm cdrom sudo dip plugdev lpadmin lxd sambashare libvirt vtune
$ whoami
mahmood
So, all are set.
But as you can see below, when I launch vtune and enable "Collect C-State events", I still get the same error.
I would like to test the matrix multiplication example and the CPU is Intel(R) Core(TM) i5-6600.

We are unable to reproduce the issue from our end. Could you please share with us the exact steps you have followed. Let us know how you enabled the collect c-state event.
