Spawn failed: Timeout

Hi, cannot get into the jupyterhub  notebook. The following message is coming up. (Tried different browsers and multiple times by logging out and logging in). My user id is u92782. Can I get some help to resolve this issue?

Can I use cygwin terminal to launch jupyterhub notebook using ssh key ?
