"Spawn failed" when launch jupyter notebook

I met the issue when try to launch the DevCloud sample in the tutorial page, but met this issue.

Still doesn't work. Do I have to install OpenVINO toolkit in my local machine before launch the Jupyter?

You don't have to, we actually had another outage over the weekend. Everything should be back up now. Apologies for the issues.
