Further, I've found the page documenting the inference engine https://software.intel.com/en-us/articles/OpenVINO-InferEngine which is an analog to the installed documentation.

That has a section 

"How to Implement Custom CPU Layers

The instructions below are a brief summary of the Custom Layers tutorial."

The link there is to a Model Optimizer page - not particularly relevant to Inference Engine custom layers.

Is there a tutorial on adding layers to the Inference engine?

It would be of great help if tutorials on adding custom layers can be added. I have tried different methods (both 2017 and 2018) but none gave readable instructions and examples :(
