Configure the Model Optimizer - Could not find a version that satisfies the requirement

This is an updated post.

Following the instructions https://docs.openvinotoolkit.org/2019_R2/_docs_install_guides_installing_openvino_windows.html I was unable to get past the step to configure the model optimizer. It turns out that I needed to disconnect from VPN in order to complete the setup.

I see that you are an Intel employee. Nope, you need to set your proxies correctly. It always works for me !
