If I install the 2020 version it overwrites the 2019 or do I need to remove 2019 and install 2020?

Thank you for reaching out.
If you have a previous version of the Intel Distribution of OpenVINO™ toolkit installed on Windows 10, the new version will be installed without overwriting the older one. As a good practice, it would be good if you rename the following directories to identify those that belong to version R3.1:
- C:\Users\<User_Name>\Documents\Intel\OpenVINO\inference_engine_demos_build
- C:\Users\<User_Name>\Documents\Intel\OpenVINO\inference_engine_samples_build
- C:\Users\<User_Name>\Documents\Intel\OpenVINO\openvino_models
If you have a previous version of the Intel Distribution of OpenVINO™ toolkit installed on Linux, you will need to rename or delete these three directories:
- ~/inference_engine_samples_build
- ~/inference_engine_demos_build
- ~/openvino_models
