Intel® Distribution of OpenVINO™ toolkit for Linux* with FPGA Support page has been updated and I can choose 2019 R2 now. The file downloaded from the page is l_openvino_toolkit_fpga_p_2019.2.245.tgz. I will update my environment.

Looks like the registration page to sign in and download the tarball is broken.

Hi Kumar,
that page is broken for me, which is why I was asking for a direct link.

Dear ULF H
You should be able to go to https://registrationcenter.intel.com/en/products/
That link which Hemanth gave you really shouldn't be broken though. But I know it does "break" from time to time. Perhaps try switching to a different browser.
