I see in the 2020 v1 release notes that OpenVX has been removed from OpenVINO. I cannot find the separate download that is mentioned in the notes. Has Intel abandoned OpenVX?

Yes, it is removed from the latest OpenVINO. Try to use the OpenVX from previous version of OpenVINO.

After taking the time to install OpenVINO and then discovering it doesn't actually have OpenVX included (despite all your marketing copy referring to OpenVX), I further wasted a lot of time trying to find the mythical "Intel® Distribution of OpenVX* Implementation" which is mentioned, with screenshots of the installer, in your documentation here:
All your marketing copy and technical documentation promises OpenVX support, only then to have your release notes mention as an aside that it has been removed from OpenVINO:

This is an extremely disappointing state of affairs, to say the least. I suppose my next best option will be to install AMD's implementation of OpenVX.
