dock image for openvino failed

When running following,

"docker build --build-arg base_image=amr-ubuntu2004-ros2-foxy-sdk:2021.3 --tag amr-ubuntu2004-openvino-sdk:2021.3 --no-cache --file amr_ubuntu2004_openvino_sdk_env/Dockerfile amr_ubuntu2004_openvino_sdk_env"

 I met following issues on Nov 1117, but  it worked well on Nov 1116.  How to fix it?

Do you still encounter this issue when building the docker image ? I tried to replicate the issue but did not encounter the same thing that you observed here.
