how to add new node to etcd cluster, master node (LAN), new node (outside the LAN)

how to add this new node to etcd cluster or i can do this only by azure ?

You can refer to the user guide section 15.2 there will be a step on how to add the node to etcd cluster. Both of the node should be able to talk to each other in order to load the configuration from master to worker node.
