I'm having a similar problem to this post. I generated a license for Questa Starter Edition using the SSLC and set up the LM_LICENSE _FILE environment variable, but Questa will not recognize the license.
When I start Questa, I get the following error:
C:\WINDOWS\system32>vsim
Unable to checkout a license. Make sure your license file environment variable (e.g., LM_LICENSE_FILE) is set correctly and then run 'lmutil lmdiag' to diagnose the problem.
Unable to checkout a license. Vsim is closing.
When I run 'lmutil lmdiag':
C:\WINDOWS\system32>lmutil lmdiag

My license file is similar to the one shown in the post I linked above. I tried generating a new license file, but the format is the same. What can I do to fix this issue?

I generated licenses until I got a working one. Most of them ended up just containing comments, but I ended up with license which actually worked after trying for a while.

Hi, I am having the very same issue. The generated license file only contains comments and is missing the actual license. Any news how this can be fixed?

Hi, have you managed to find a workaround to this issue? I tried to generate different licenses, but still get a fatal error message. Both direct license selection and environment variable set fail too.

OK, I finally generated a working license! It's either they fixed the bug or the it's still there corrupting the license generation every now and then.

I have no idea, but you can clearly see the difference in what is supposed to be the license code and what is just comments. Nice to hear you worked it out!

I tried generating a new license today and it worked! I guess if you have the same problem try generating a new license.
