SOC EDS Command shell fails to launch

I installed file SoCEDSSetup-19.1.0.670-windows.exe on Windows 10.

Then, from the start menu\Intel FPGA 19.1.0.670 after I select sub menu:

SOC EDS Command Shell, nothing happens. The command shell does not launch.

I already have Quartus Prime installed + cygwin64 + Ubuntu.

 

Do I need to install something else to make it launch happily ?

May I know how did you install the cygwin64 procedure?

I seem to be having similar issues. Installed everything in the guide. The shell will not launch, it attempts to but closes out shortly after. 

I have both versions of the shell, one for standard version 20.1 which targets the Cyclone V, and pro version which targets Stratix 10. The standard version runs with no problems.  Could this cause the pro version not to run?
