It seems I am not the only one with this issue but when I reached out to Intel support they told me to post here.

I have tried different browsers, cleared cache, etc but i still get the following error:

You may have been logged out or you do not have the necessary permissions to access this page.
If you have already registered for FPGA access and having issues in accessing the content, please try opening the page in a new browser window after clearing your browser cache and cookies.

I simply want to get a license for Questa FPGA Starter so I can run some basic simulations. Has anyone been able to work around this issue yet?
