University Program License for Quartus 19.1 Pro edition

Dear all,

Now my group is using the university program license for Quartus (Standard 18.0).

But we cannot use Quartus (Pro 19.1) with the same license. Is it expected?

If so, can we get new license for Pro edition in the university program?
