Thank for the feedback. It seems the issue occur with Quartus Pro version 21.4. I will feedback this to the internal team.
As a workaround, you can try to click the Quartus Pro version 21.3 download link and change it to the latest 21.4.
Our IT team has recognized this issue and is working in resolving the issue.
For now, you may use the workaround as mentioned in previous reply or try not to translate to other language and use default language English.
