Hi Sarp,
Window 11 is not supported for Quartus 13.1. You need to use supported OS for particular version.

Hi,
Seem to me like an env compatibility.
Using VM might sometime facing issue and is encouraged to use directly the OS installed not as virtualized.
Also, with assuming you are using new mac with native arm, this might compatibility issue for translator to x86 arc when running VM Window.

What version of MacOS are you running?
Is this on an M-series based Mac hardware (ie, ARM processor)?
What VM software are you running?
It was mentioned in another post that QuartusII 13.1 is not guaranteed to run under Windows11.
I run QuartusII 13.0sp1 just fine on Windows10pro64b but it is not virtualized, it is on a physical Intel X86 processor.
Have you tried the WINE emulator to run Quartus on your Apple MacOS?
