yes, it is possible but only in case of a windowed ceramic package. Plastic package devices are one-time-programmable. A windowed package device can be erase with help of an ultra-violet (UV) eraser. this device belongs to the Altera Classic family that is no longer supported on the actual version of Altera design system. As I know the Classic family has been supported in MAX+PLUS II design system. I have no idea if this can be supported in Windows 10 as many older SW have a problem with Win10 compatibility. Maybe with help of a virtual machine with WinXP.
