broken FTP URL for FPGA Monitor Program

trying to download the Monitor Program (either 18.1 or 21.1) using the Chrome browser (Win11).

downloading the TAR file works fine.

attempting to download the windows EXE file fails with an error page that displays:

The requested URL was rejected. Please consult with your administrator.
