It ran successfully after deleting the sudo word in the terminal
command to run:
sudo ./quartus (didn't work)
./quartus (worked)
After that I gave the license file location.
But it is asking for a license file each time I restart the quartus software.
It also ran into some other error Which I mentioned here.
Kinldy look into it.

Hi Qazi,
Could you install following libraries?
Install libc6:i386, libncurses5:i386, libxtst6:i386, libxft2:i386, libstdc+
+6:i386, libc6-dev-i386, lib32z1, lib32ncurses5, lib32bz2-1.0, and libpng12
libraries.
Note: • For Ubuntu 18.04, additionally install libqt5xml5 and liblzma-dev libraries.
Once done, reinstall Quartus Prime. You may need to refer to document below related to
Intel® FPGA Software Installation and Licensing
https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/manual/quartus_install.pdf
Then make sure the device .qdz file is in same directory with Quartus installer. Install the device support.

From your link given, I can see you are struggling with Quartus and device installation. Please make sure all the installation is good. By default there should not be a blank. Refer to the document below related to Intel® FPGA Software Installation and Licensing.

I have uninstalled the software and installed the libraries suggested (Although I found that all those were already installed).
But even after that when I reinstalled the software the problem is still exist.
They software is still asking for licenses everytime I open it and then ask to installed any device. but during installing the cyclone V device it again gives that error that
"error reading INI file".

Also where is this INI file located. I didn't found in any location.
I had seen somewhere on web that it should be in .alter.quartus but this directory only contains quartus2.qreg file.
