CAN'T DOWNLOAD "Intel® Parallel Studio XE ", USER FROM IRAN

Hi there, 

I'm from Iran and I want to download Intel® Parallel Studio XE  windows edition. However it seems that I'm not even able to download this software even with an academic email address from university of Tehran. 

Please tell INTEL admins to let us use this software for non-commercial use. I really need to run fortran for my project.
