Forum Bug - time zones

I think I reported previously that the forum time zones incorrectly report Western Australia as having daylight saving.

However, it appears that the problem with time zones is deeper than this. As far as I can see, times are being reported wrong by more than 2 hours - possibly2.5 or 3 hours.

It appears to be a forum issue, not due to time zones on members computers, as far as I can see.

I noticed this myself last week and reported it to the appropriate people. The times reported are three hours off.
