I bought Intel Fortran with IMSL, just wondering if I sell the software I developed with IMSL(Lib or Dll) to customers. The customer doesn't have IMSL or Intel Fortran. Is that legal?

Yes, it is. The compiler and IMSL license agreement allows you to redistribute your applicastion to others at no charge. The IMSL DLL and the Fortran run-time DLLs can also be redistributed.
I will note that the IMSL license is changing as of the next release - customers who buy new licenses or renew old ones will be bound by the new terms for newly built applications. The new terms require a separate run-time license for IMSL applications. One deployment license is included with the product, additional licenses can be purchased. We'll have more info on that when the new version with IMSL becomes available.
