Can the non-commercial personal use version of Intel Fortran Compiler
for Linux be used to test an algorithm even if the intention is to
implement the algorithm in a commercial product without using the Intel
Fortran compiler?

Are you being compensated for the work you would be doing using the compiler?If so, then no, you cannot use the non-commercial license. I might suggest the 30-day evaluation copy instead.

No, the work I am doing is strictly a personal project for which I am not being compensated by anybody. But the project might at a later date become a commercial one.

The rule is "you are not getting compensated in any form for the products and services you develop using these Intel software products". If, as you say, you are not being compensated for the current work, you should be ok.
