Question on export and license requirements for Fortran redistributable

My Company has an application that requires this redistributable file to run:

w_fcompxe_redist_ia32_2013_sp1.1.139.msi

We are in the U.S and sell our application to China and India (so far).  Can we ship the redistributable with our application or must the recipients download it from the Intel site?

You are licensed to include the Parallel Studio XE redistributables with your application, as long as you did not use an evaluation license to build it. (This restriction does not exist for the oneAPI compiler.)  End User License Agreements (intel.com)

The ECCN for the redistributables is the same as for the compiler, 5D992.
