Sorry, no. Other than the 30-day free trial (and this requires that you have Microsoft Visual Studio 03/05/08 installed), there is no free option. We offer free, non-commercial licensing on Linux only (not on Mac OS X either.)

The beta test request is an e-mail address (wrongly posted as a URL link up to now). It's a fairly detailed agreement.
As Steve said, you would need a Visual Studio for Windows; for 32-bit command line only, some other features unsupported, you could use the free one.
