Where is the sample folder?

Only installed hpc toolkit. Are the samples in Base toolkit?

There are some samples here, although most are in languages other than Fortran.

As best as I can tell, Intel has not updated the "Samples Bundle" for oneAPI, so you need to look at the Parallel Studio XE Samples Bundles that you can find here: Windows, Linux, Mac.

The samples for oneAPI products are on GitHub. Unfortunately, there are no Fortran samples there yet.  Use the link Steve provided for Fortran.
