I just wanted to know if the Intel Visual Fortran Compiler in version 9 is Windows 7 x64 compatible or do I need an upgrade?

I have experienced Intel Fortran 7 running on Windows 7 X64. Many have Compaq Visual Fortran 6.6 running on Windows 7 X64.
As long as you are satisfied with the language level supported by the compiler and, if you use the IDE, a working IDE, you should test the compiler on Windows 7 and then decide if you need an upgrade.
A time-limited free trial of the current compiler is another possibility to consider.

It seems likely you will need an upgrade, given that ifort 11.1 had to be reissued to correct installation problems after Windows 7 released.

I would recommend an upgrade for a couple of reasons. The first, as Tim mentioned, the earliest version supported on Windows 7 is 11.1.047. The second is that version 9 doesn't include a Visual Studio environment and you'd need at least VS2005 to run on Windows 7. The current Intel Visual Fortran includes the VS2010 Shell.
Note that because your version 9 license expired so long ago, it would be most cost-effective to buy a new license.
