I'm running Windows 8.1 pro, and installed Microsoft Visual Studio 2013 update 5
I'm trying to install Intel Parallel Studio XE 2015 Update 1 Composer Edition for Fortran and C++ but i Faced with error 1603

I see the error you noted in addition to what appear to be MSI errors that appear to occur just prior to the installation error 1603 being reported. I have escalated your issue to our Installation Developers (internal tracking id below) for their analysis and will inform you about what I hear from them.
I found what may be a related instance reported earlier here, https://software.intel.com/en-us/forums/topic/543336. Within that post, Development noted the error 1603 in that instance related to the Windows update, KB2918614. You could consider trying the suggested remedy of uninstalling that update, or as noted later in that post, installing the hotfix https://support.microsoft.com/en-us/kb/3000988?wa=wsignin1.0 to try to resolve this issue.
If you are not facing an immediate resolution to this failure and can wait for our Installation Developer’s advice, then you might elect to wait trying either remedy above. Please let me know if you do try either suggested remedy and are successful resolving this error.

The installation developers indicated the root of the error is associated with a corrupt installation package. They indicate some files were missing, in particular the file:
E:\..\fortran\Intel.Parallel.Studio.XE.2015.Update.1.x64_p30download.com\installs\parallel_studio_xe\028\w_psficsxe_docs_p_3.0.1.028\data1.cab
They need some additional information about what the installation, for instance:
Did you notice any download problems or network connectivity issues during the installation?
Have you retried the installation after you received this error?
Did you experience any issues related to running out of disk space?
