I am getting this error intermittently. Approximately every four executions of my program. This error only occurs on a new computer using an ASUS P5WD2E PREMIUM workstation motherboard running a Pentium D 3.6 processor and 2 Gigs matched RAM and run with an ATI Radeon XT1900 video card. When I run the program and it does run there is still a 12 thru 20 second wait state until I can modify the program. This wait state locks all computer functions. I have run this same software on older slower computers using celeron processors like a Dell Dimension B110 and the program runs without error or wait state. I have tried several fixes like adjusting paging file sizes and changing memmory settings and even overclocking the systems to 4.2GHz but no change.

My guess is that ctfmon.exe, the MS "alternative language user text input" monitor, is running in the background. This has a history of interfering with QuickWin and many other apps. See here for instructions as to how to disable it.
