We do not have the exact example for Cyclone II but you can follow the MAX 10's example design and port it/ create a new one based on the MAX 10's design here:
I see that demo projects for Terasic Cyclone II Boards DE2-35 and DE-2-70 are still provided on the web site. The resource CD includes a VGA Video controller.
