DTS and PTS of muxed data

How can we acquire DTS and PTS fields of video frames (MPEG2, MPEG4) ?

In system, video frames are received from network and muxed it in a TS.DTS and PTS
should be assigned before muxing.And relative DTS and PTS values are enough.
