IPP 7.0 Beta Information about redesign of libraries

In IPP 7.0 beta, libraries naming convention has changed. Mainly,

the suffix "em64t" was removed from libraries

the dispatcher libraries have the same names as IA32 and Intel64

the single threaded libraries have suffix "_l" for all architectures; the multi threaded libraries have suffix "_t" for all architectures.

In this beta release, no emerged and merged libraries. It means both libraries were joined into single libraries.
