Question about ippsLSFDecoder_g723_16s in ipp3.0?

I cannot find ippsLSFDecoder_g723_16s in ipp3.0, is there any other function that can be used as a substitution?
The function is defined in ipp4.0, but I cannot find the details of it, thus I cannot write it myself.

Actually, function name is ippsLSFDecode_G723_16s, and it is definitely exist in IPP for IA since v3.0.
