could AMR122 and EFR be exchanged?

Hi everybody,
I have a question about EFR codec. According to the ESTI stander EFR is equal to AMR122, dose it means that I can use the result of AMR122 as the exactly the EFR? Especially, are the bits packing of EFR and AMR122 in the RTP applicationexactly the same?
